Horses are a domestic animal. They are often mentioned in discussions about potential new features to the game and the now defunct phobia system included a fear of them.
Though they do not currently exist in Unreal World, many of their relevant attributes do exist in the game's code, such as the quality of their meat and the value of their skin.
